The US-ASEAN economic cooperation."},"content":{"rendered":"<h2 style=\"text-align: justify;\"><em>If Washington wants to reaffirm its role in South-East Asia, trade policy is also a key element in competing with Beijing.<\/em><\/h2>\r\n\r\n\r\n\r\n<p style=\"text-align: justify;\" class=\" translation-block\"><em>America is back<\/em>. Especially in South-East Asia. Less than a year after taking office, the Biden administration seems to have devoted most of its attention to the region. President Biden has revived Obama's Pivot to Asia strategy after the shakes of the Trump era, <a href=\"https:\/\/www.itasean.org\/gli-stati-uniti-si-riavvicinano-al-sud-est-asiatico\/\" target=\"_self\">deploying all the key figures of his cabinet<\/a>: Vice-President Harris travelled to Vietnam and Singapore, Secretary of State <a href=\"https:\/\/www.state.gov\/secretary-blinkens-participation-in-the-u-s-asean-foreign-ministers-meeting\/\" target=\"_self\">Blinken took part in high-level meetings with his ASEAN counterparts<\/a> and Secretary of Defence Austin also visited Singapore. Moreover, the US strategy involves reviving strategic cooperation with its other regional partners, by reaffirming the <a href=\"https:\/\/www.state.gov\/reaffirming-the-unbreakable-u-s-japan-alliance\/\" target=\"_self\">'unbreakable alliance' with Japan<\/a> and inaugurating the <a href=\"https:\/\/www.politico.com\/news\/2021\/09\/15\/biden-deal-uk-australia-defense-tech-sharing-511877\" target=\"_self\">AUKUS<\/a> three-way partnership with Australia and Great Britain - a move that has caused tensions with China and <a href=\"https:\/\/www.bbc.com\/news\/world-europe-58604677\" target=\"_self\">even Francia<\/a>. But security is not the only area that has seen a renewed US engagement. In times of Covid and climate crisis, cooperation with ASEAN also touches on <a href=\"https:\/\/www.state.gov\/u-s-support-to-asean-in-fighting-covid-19\/\" target=\"_self\">health<\/a> and <a href=\"https:\/\/environment.asean.org\/asean-working-group-on-climate-change\/\" target=\"_self\">sustainable development<\/a>. What about trade?<\/p>\r\n\r\n\r\n\r\n<p style=\"text-align: justify;\" class=\" translation-block\"><p><span style=\"font-weight: 400\">If we look back to just two years ago, the U.S.-ASEAN Business Council <\/span><a href=\"https:\/\/www.bnnbloomberg.ca\/investing\/video\/our-engagement-with-u-s-isn-t-going-as-smoothly-as-we-like-u-s-asean-business-council~1820436\"><span style=\"font-weight: 400\">lamented the absence of the Trump administration<\/span><\/a><span style=\"font-weight: 400\"> at a time of great shifts for the Asian bloc's trade policy: the negotiations for the <\/span><a href=\"https:\/\/www.itasean.org\/en\/rcep-laccordo-che-cambiera-gli-equilibri-mondiali\/\"><span style=\"font-weight: 400\">historic RCEP agreement<\/span><\/a><span style=\"font-weight: 400\"> were in its advanced stages and the EU was strengthening its economic ties with <\/span><a href=\"https:\/\/ec.europa.eu\/trade\/policy\/in-focus\/eu-singapore-agreement\/\"><span style=\"font-weight: 400\">Singapore<\/span><\/a><span style=\"font-weight: 400\"> and <\/span><a href=\"https:\/\/www.itasean.org\/en\/accordo-commerciale-ue-vietnam-benefici-e-opportunita\/\"><span style=\"font-weight: 400\">Vietnam<\/span><\/a><span style=\"font-weight: 400\"> through two ambitious free trade agreements. With the change of administration in Washington, we can expect major changes in US-ASEAN trade relations. The starting point is significant: ASEAN is the fourth largest market in the world (with a GDP of almost 3 trillion and 647 million consumers) and, by current trade volume, the <\/span><a href=\"https:\/\/ustr.gov\/countries-regions\/southeast-asia-pacific\/association-southeast-asian-nations-asean\"><span style=\"font-weight: 400\">eleventh largest trading partner of the United States<\/span><\/a><span style=\"font-weight: 400\">. US companies export about $86 billion worth of goods to ASEAN countries and import about $206 billion worth of products. The trade balance is thus clearly in favour of the ASEAN countries ($120 billion). Comparing the US-ASEAN trade relation with the <\/span><a href=\"https:\/\/ec.europa.eu\/trade\/policy\/countries-and-regions\/regions\/asean\/\"><span style=\"font-weight: 400\">EU-ASEAN one<\/span><\/a><span style=\"font-weight: 400\">, it emerges that European companies export goods for a higher value (almost $100 billion) and import goods for a lower value ($146 billion), with a trade deficit of about $47 billion in favour of ASEAN. These figures should be read together with the difference in GDP between the US and the EU. We will explore the reasons behind the higher volume of European exports in a future article. To complete the picture, it should be kept in mind that the total <\/span><a href=\"https:\/\/asia.nikkei.com\/Politics\/International-relations\/ASEAN-becomes-China-s-top-trade-partner-as-supply-chain-evolves\"><span style=\"font-weight: 400\">volume of trade between ASEAN and China is about $298 billion<\/span><\/a><span style=\"font-weight: 400\">.<\/span><\/p><\/p>\r\n<p style=\"text-align: justify;\" class=\" translation-block\"><p><span style=\"font-weight: 400\">Economic cooperation between the US and ASEAN has to reckon with the growing Chinese influence in the region. Washington does not want to lose ground to Beijing in the infrastructure investment race. Last June, Biden and the other G7 leaders launched the <\/span><a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2021\/06\/12\/fact-sheet-president-biden-and-g7-leaders-launch-build-back-better-world-b3w-partnership\/\"><em><span style=\"font-weight: 400\">Build Back Better World<\/span><\/em><\/a><span style=\"font-weight: 400\"> (B3W) plan with the stated aim of vying with China's Belt and Road Initiative (BRI). In addition, the US administration is funding many <\/span><a href=\"https:\/\/www.state.gov\/u-s-support-for-the-asean-outlook-on-the-indo-pacific\/\"><span style=\"font-weight: 400\">projects to develop connectivity<\/span><\/a><span style=\"font-weight: 400\"> in the region, for example a <\/span><a href=\"https:\/\/www.itasean.org\/en\/limportanza-del-mekong-per-lasean\/\"><span style=\"font-weight: 400\">partnership for the Mekong Basin<\/span><\/a><span style=\"font-weight: 400\"> (again, an initiative that came a few years after its Chinese counterpart). Looking at the degree of trade liberalisation, China will continue to see its trade figures with ASEAN growing thanks to the RCEP agreement, while the US benefit from a limited and somewhat dated network of trade agreements (notably the 2003 US-Singapore Free Trade Agreement and the 2001 US-Vietnam Bilateral Trade Agreement). Actually, these existing agreements can be <\/span><a href=\"https:\/\/www.aseanbriefing.com\/news\/how-us-businesses-can-access-the-east-asian-us25-trillion-rcep-free-trade-market-agreement-via-existing-agreements\/\"><span style=\"font-weight: 400\">the backdoor for American companies to benefit from the RCEP<\/span><\/a><span style=\"font-weight: 400\">, by taking advantage of the very favourable conditions for establishing their subsidiaries in certain countries of the region. In any case, Washington needs to strengthen its trade ties with ASEAN countries, perhaps by reconsidering its <\/span><a href=\"https:\/\/www.itasean.org\/en\/tpp-dalle-origini-allepicentro-della-politica-mondiale\/\"><span style=\"font-weight: 400\">withdrawal from the TPP<\/span><\/a><span style=\"font-weight: 400\"> project or by exploring <\/span><a href=\"https:\/\/asia.nikkei.com\/Editor-s-Picks\/Interview\/Can-Biden-return-the-US-to-TPP-Does-it-matter-2-experts-explain\"><span style=\"font-weight: 400\">other options<\/span><\/a><span style=\"font-weight: 400\">. Waiting for a more courageous and comprehensive project, there is excitement on both sides of the Pacific for a <\/span><a href=\"https:\/\/www.politico.com\/newsletters\/weekly-trade\/2021\/09\/07\/business-chief-sees-good-chance-for-us-asean-digital-trade-talks-797433\"><span style=\"font-weight: 400\">possible agreement on digital trade<\/span><\/a><span style=\"font-weight: 400\">. After years of Trump-style muscular trade policy, all observers expect a policy shift from Biden, consisting in a more cooperative and ambitious approach to ASEAN countries. The new administration has yet to fully unveil its plans. Even in international trade, <\/span><em><span style=\"font-weight: 400\">America is back<\/span><\/em><span style=\"font-weight: 400\">.
